[OAS] Create CMake procedures for the Qt6 client code generator

      We need to build the Qt6 Client generator as a sub-module of Qt6/* repo.

      It means it should be integrated to CMake procedures: building, installation, writting the dependencies , etc.

      Previously the generator was built by the  generator.sh script.
