Be able to determine how an action is added to a menu, i.e. what it offers in comparison to a toolbutton

Be able to determine how an action is added to a menu, i.e. what it offers in comparison to a toolbutton. For example, if an action can offer a submenu but also has an action that fires if it is clicked, then both options shouldn't be available in a menu, but it could have both in a QToolButton. Being able to specify how it should be presented in the menu would be handy to have.
