Create a QImageIOHandler for WebP

    Description

      • Should be a Qt image format plugin
      • Should not need a bundled library (src/3rdparty) but check if the system has one installed
      • Adapt QtWebKit to advertise support for it while browsing
      • If a Webkit image decoder appears in Webkit trunk we might as first workaround use that one inside QtWebKit

      This is currently of low priority since it's not yet known if this image format will be in wide use.
