Improved workflow support in linguist

      Every translation phrase within the .ts file can be labeled with a tag (<translation type="unfinished">). Instead of having only 2 states (translation finished - translation unfinished), it would be nice if there were more additional "unfinished" states. E.g. "translation reviewed", "translation approved", "translation denied" .

      time stamping the last text change and/or state transition can be considered as well.
