Patch_capabilities.pl script doesn't patch anything when explicit set of capabilities is specified because $executeNeeded flag is not set. This makes it impossible to patch capabiltiies to anything else than the default self-signed capabilities. This is required for people that need to make their own custom Qt builds who need non-self signable capabilities provided by Symbian developer certificates.
