We are currently stuck with the old way of writing manuals, which depends on using so-called next and previous links to connect to next and previous chapters of the manual. We had intended to move to a table of contents solution, which has been partially implemented, but manual writers persist in using the old ways. We had been outputting next and previous links at both the top and bottom of the page, but for the new doc format they were first taken out entirely in favor of the TOC and then put back in at the bottom of the page. Now we are putting them back in at the top of the page as well.
