Move ownership of qt-test-server to QA

    Description

      As soon as Oslo has more QA people, one of them should take care of the test server.
      This involves

      • server maintenance work
      • keep nokia network testserver and trolltech network testserver (WiFi) in sync
      • introduce load balancing?
      • help developers with setting up tests using it
      • go on with making our test server git repo public
