QSqlDriver: OCI driver assumes that the current user is the owner of the record even if the item is owned by a different user

If the table owner cannot be deduced from the query, the driver assumes that it is the current user which results in access being denied. It would be nice if the driver could accommodate the common use case of a database user accessing records that he does not own.
