Make XmlPatterns build in the modularized repository.

This consists of three steps, each which must be fulfilled:

1. XmlPatterns must be moved into its own module repo.
2. XmlPatterns must build in this repo.
3. XmlPatterns must be added to the master build script that builds everything, and must build successully from there.
