Remove Qt dependancy to SYMBIAN_GRAPHICS_WSERV_QT_EFFECTS

Currently Qt uses the SYMBIAN_GRAPHICS_WSERV_QT_EFFECTS macro to enable several features in Qt. This macro is being removed though in the Symbian main codeline so Qt needs to remove all dependancies to this macro and replace them with pure Qt macros (which are undefined by default). The decision of how these macros actually get defined at build time must be taken by the Qt Release team.

After making the change in Qt (4.7 branch). Please assign this task to the Qt Release team to follow up.
