Document system locale location & change procedure

The mechanism Qt uses to retrieve the system locale needs to be documented in a manner which allows compatible applications to be developed.

For platforms that provide a tools to interact with the system locale, it should be enough to note that the system tool is used to set the system locale. For systems where environment variables or similar mechanisms are used, the variables referenced should be documented.
