Only load library and resolve symbol if the symbol is not already present

    Description

      We use QLibrary to load libraries and resolve symbols at run-time various places in Qt. However, we should make sure that we only load libraries and resolve symbols if those symbols are not already present in the application or currently loaded libraries.
