Easy to replicate with e.g. softkeys example app. Just launch the app in portrait mode, change the window type to "Fullscreen with softkeys", and turn the device to landscape. You can see the screen drawing itself twice, first partially under the softkeys and then correctly. In portrait mode the screen is drawn correctly the first time.
