Order of tablet and mouse events on Windows is different depending on window activation

Details

    Description

      When the window is Activate, and clicking on the window using a tablet,
      TabletPressEvent is generated prior to MousePressEvent.

      When window is inactive, and clicking on the window using a tablet,
      MousePressEvent is generated prior to TabletPressEvent.
