PropertyChanges is inconsistently effective before or after transitions

If a property is bound to a constant by ProperyChanges, it is effective BEFORE the according transition. If the property is bound to an expression, it is effective AFTER the transition, even if the expression is of constants like ("Hello " + "World"). According to the documentation it should always be effective after the transition. Test case code is attached.
