When displaying Thai text on Windows, the tone marks/diacritics are misplaced, cut off or misrendered.

When reproducing issue, make use of Verdana font (which cannot display Thai chars), then it defaults to either Lucida or MS Shell dialog which both shows a misrendered font. Also Tahoma which should be able to display Thai chars is misrendered.
