Support for conditions in special casing of unicode characters is missing in Qt

      QString::toLower() does not support special casing of characters with extra conditions such as Final_Sigma in SpecialCasing.txt in the unicode data files. The condition is not interpreted and stored in our unicode database, nor is it handled in code.
