Remove SkipAll option from QSKIP

This task contributes to QTQAINFRA-250.

QSKIP("foo', SkipAll) causes all remaining data rows for the current test function to be skipped. This makes it difficult to accurately report test run rates, because only the first skipped data row is reported in the test results and any script that post-processes the test output will not be able to see how many other rows were skipped.
