qtga plugin ought to be in Qt

    Description

      Support for the TGA (Targa TrueVision) image format has been present in Qt3D for some time, but this should be moved into Qt.

      At this time the plugin providing this support has a security profile conflict on Harmattan, so doing this now will fix (or at least work around) that problem.
