Cleaning up proxy issues and removing QSettings

    Description

      Currently we depend on QSettings in some places for fetching proxy settings information and plugin parameters. This should be removed. Also, one universal and well-considered approach to discovering and using system proxy settings should be sorted out and all parts of the API verified to obey this.
