Vertical panning should be locked when the map is smaller than the display area.

When the map is zoomed out to the point that it is smaller than the display area that it is embedded in some padding is added to keep the map centered in the display area.

Horizontal panning should remain enabled in that case, but vertical panning should be disabled.
