include nokia category tree in jsondb plugin

    Description

      Essentially hardcode the nokia category tree and translations into the jsondb plugin, so that nokia categories are exposed as public scope categories.

      possibly there might be a way to re-use the category tree and translations in the mos plugin to avoid duplication.
