Positioners should override conflicting anchors

Currently having positioners conflict with Anchors causes the positioner to defer, but this is less than ideal because then it doesn't position anything. Deferring for just the one item would still impact all the others because that space is no longer filled. Better would be for positioners to disable conflicting anchors for children which have them.
