tst_qsvgdevice tests are stubbed out and incomplete

    Description

      tst_QSvgDevice::play and tst_QSvgDevice::boundingRect are both stubbed out and don't actually test anything.

      There is a note on the test:
      "This test needs some redoing, this is just a temp measure until I work it out"
