Support User Authentication

If a plugin supports it, authentication can currently be achieved by using the plugin parameters however this is insufficient because of in the event of a login error, a QGeoServiceProvider instance needs to be instantiated again. There should be dedicated API functions to facilitate users authentication with appropriate error reporting.
