Fix and re-enable QFile autotest

      QFile autotest was marked insignificant in Windows to get CI running. It needs to be re-enabled after the following failures are fixed:

      FAIL! : tst_QFile::readAllStdin() 'process.waitForStarted()' returned FALSE. ()
      ..\tst_qfile.cpp(846) : failure location
      FAIL! : tst_QFile::readLineStdin() 'process.waitForBytesWritten()' returned FALSE. ()
      ..\tst_qfile.cpp(885) : failure location
      FAIL! : tst_QFile::readLineStdin_lineByLine() 'process.waitForStarted()' returned FALSE. ()
      ..\tst_qfile.cpp(915) : failure location
