Qt Network tests IPv6 upgrade

    Description

      Network autotests only cover IPv6 at the socket layer, the access tests depend on the network test server which only supports IPv4 at the current time.

      Network tests should pass in the following configurations:
      IPv4 only environment
      IPv4 + IPv6 environment (currently fails, which implies bugs in Qt)
      IPv6 only environment (requires test server upgrade)

      environment refers to having connectivity to the test server over that protocol set.
