Add a ShortcutContext for system wide grabs

    Description

      It would be usefull to have a Qt::ShortcutContext that grabs a key press even when the application is not top-level would be useful - e.g. to grab a hotkey that restores the window
      when it was iconized (or to keep control in the main app when a fullscreen
      3rd party client app is launched).
