Map tile cache should evict old tiles when updates are available

When tiles are updated on the server, they should be automatically evicted and re-downloaded by the user app. Currently, you can have mixes of old and new data depending on what's in your disk cache, which can be quite ugly or unreadable where labels/names have moved.
