Tiled maps should be able to run with cache completely disabled

Tiled maps are deeply tied to the TileCache for their operation. The TileCache should ideally be "optional" – in the sense that you could remove it for the code with only commenting out its instantiation/connection, without having to re-work the entire tile return path.
