Depending on the parent that a dialog is modal too, events may or may not be processed for the other window. If the dialog's parent is a child of a tlw then events for the tlw are still processed, but the dialog is still modal to the tlw. If it is a child of the tlw directly, then the events are not processed and it is also modal.
