configure doesn't pass DEFINES to configure tests

    Description

      configure can accept compiler defines as arguments passed with the -D flag.

      However, these aren't passed to configure tests. This may cause configure tests to incorrectly pass or fail.

      Discovered as part of QTQAINFRA-523, where we pass -D MESA_EGL_NO_X11_HEADERS to configure to allow EGL support to be compiled, but configure does not pass this flag to the EGL configure test.
