Change QWidget::isVisibleTo() to const

      It would be nice if the "bool QWidget::isEnabledTo ( QWidget * ancestor ) const" function was changed to "bool QWidget::isEnabledTo ( const QWidget * ancestor ) const".

      This will break binary compatibility.
