Disabled QScrollBar still reacts on mouse scroll wheel

    Description

      I create a QScrollBar, then set it to disabled and it is shown greyed out. The QScrollBar does not react on clicks, that is OK. But it still reacts on the mouse scroll wheel , that is not my need.
