Allow specifying whether toolbars should move when resizing

Allow specifying whether toolbars should move when resizing, or if the toolbar should size down and provide an extension menu. In Qt 3, the last toolbar automatically moves to the line below when the size of the window is too small to hold all toolbars on a single line.
