Fix insignificant tst_qlocasocket

      We had to mark tst_qlocalsocket as an insignificant in Qt 4.8 to get CI more stable. The failing case has been tst_qlocalsocket::processConnection, and most of the problems have been on Windows platform.

      Check if back-porting https://codereview.qt-project.org/38048 will make test more stable also in Qt 4.8
