Add functions to get the major, minor and revision number of the Qt version at runtime

Add functions to get the major, minor and revision number of the Qt version at runtime and also be able to query if the Qt version used is at least the one specified. This is handy if its not always known or controllable which version of Qt is being used in a dll loaded at runtime.
