QString::localeAwareCompare doesn't respect LC_COLLATE environment variable with icu support enabled.

      QString::localeAwareCompare is initialized according to current locale instead of LC_COLLATE with icu support enabled. This is one of the many reasons that case bugs in dolphin[1] which uses localeAwareCompare to sort items by default.
