Android: Move rules.xml into src/android

      rules.xml is currently in $QTDIR/lib, which is not an appropriate location for it. We should rather keep it in the src/android directory and deploy it to $QTDIR/lib (where it needs to be for the Qt Creator plugin) during the build.
