Make it possible to turn off opaqueResize on the dock widget splitter

    Description

      It would be useful if it was possible to turn opaqueResize off on the splitter that splits the dock widgets. The dynamic resizing is slow, flickery, and awkward. Since QDockSeparator and QDockWidgetSeperator are defined in private header files and not exported this will not be possible to achieve at the moment. The API should at least be exported so that it will be possible to get a hold of the handle
