Variable substitution in rcc files

      Allow rcc to use defined variables for substitution, especially in path names.

      When referencing an external project, setting a -DSOMEPATH=/path/to/external/project/on/this/system,

      then
      <file>$SOMEPATH/resourcefile.png</file> expands out to /path/to/external/project/on/this/system/resourcefile.png
