QFileDialog: Throw warning when user tries to enter in a directory where user does not have permission.

Throw warning when user tries to enter in a directory where user does not have permission. Like "C:\Documents and Settings\Admin"

Current behavior is that you cannot write to the space but you will get no warning either.
