Error during installation process (qt.502.patcher). The output of qmake.exe -query is not parseable output "".

Downloaded qt-windows-opensource-5.0.2-msvc2012_64-x64-offline and started to run it. Got 90% of the way through and got the installer error message

The log window shows that it is trying to install Component Qt patcher.
The installation consistently fails at this point. I delete the directory C:\Qt\Qt5.0.2\ and its contents each time before starting the install.
The most recent file in the bin directory is Qt5Svg.dll
The only batch file, syncqt, "assumes perl.exe is in the PATH". In fact perl.exe is not on this computer.
