Android:Cannot run uic in linux 64, mac, windows packages

We currently make the packages for these platforms by combining a desktop build of the host tools with a linux32 build of the android libraries.

However, not all host tools are bootstrapped for desktop builds, so this won't work. We need to:

1) Build the host tools as bootstrapped

and

2) On Windows, we can make sure the .dlls are bundled in the bin/ directory together with the executables.
