Setting Qt::WindowStaysOnTopHint when window is already shown doesn't work reliable

    Description

      If you use the windowFlags example of Qt and set just the "Stays on Top" flag (tested also with and without bypass X11) the window doesn't stay on top.

      If you first set "Frameless" and afterwards "Stays on Top" it works like expected. Afterwards you can remove the "Frameless" flag and it still works.

      Also tested with current stable branch (Qt 5.1.1)
