Mac OSX: Designer: the form window stays on top

      When you have Designer open in multiple-window mode, and you change focus to another app, it's good that the form window doesn't disappear, but it's bad that the window continues to stay on top of all other windows. It's probably just a mistake in the cocoa plugin.
