Add mingw32ce support

    Description

      To have an open source version available really targetting the open source community, we should have the mingw32ce project supported. This will lead to much more people actively developing for Windows CE/Mobile.

      As far as currently known this project targets mostly Windows Mobile, so we might need some energy to switch their focus a little bit.
