Add -prefix to Windows builds as well

      Today we only use the -prefix option on Linux and Mac. According to the build system maintainer, we should also do it for Windows.

      We would need to:

      • check that the builds succeeds (mkqt5bld.py)
      • check that the installation succeeds (mkqt5bld.py)
      • check whether we need to patch some files
      • check ICU usage
