Configure run with -static should warn if dynamic libraries detected.

Add a helpful error message when configure is run with the -static switch to tell unwary users that dynamic libraries have been detected where there should only be static libraries, or none at all.

Or simply present the user with an option to delete any and all libraries before starting compilation.
