QSettings read .ini comments incorrectly

      On Windows the .ini file takes a line as comments only when there is a ";" at the beginning of the line.

      QSettings considers anything after ";" as comments, even ";" is not at the beginning of the line. This behavior conflicts with some old style .ini files. This also applies to ",".
